Well he just got new computer and installed Windows XP Home Sp1. Well its running good but he cant install any programs.

Anyone know what the problem can be?

He cant install anything? I would first check the CD-ROM drive if he is trying to install from CD's, if not that, RAM.

Yes, it looks like he's got a problem with the CD drive (input/output error...specifically input).

You could also have him try updating the Windows Installer...

had the same problem with my game m/c when i swapped the cdrom for a dvd/rw i think it had to do with the cable select jumper on the drive, anyway i had the wrong jumper connected on it

Disk corruption, likely HDD corruption!
Thus you shall get and run Memtest86.

A RAM problem can cause the following symptoms:
1. Windows falsely says that a file can't be found.
Often appears in the message box variant, with an OK button.

2. Windows displays the error message saying that MSGINA.DLL failed to initialize.
You also probably can't log in when this error message appears.

3. Windows always crashes on you when in normal mode, but fine in safe mode!
You have to use safe mode just to use Windows!
