well any spray will do if you sand it.I prefer enamel though to get a good shine but the flat colors work well to if you spray it good.yes you can use indoor/outdoor paint
First sand the thing and get all that yucky beige off. Then put a couple of layers of primer, then the spray paint then the finishing gloss coat it you want the shiny effect.

Here's a guide to painting I stole from another forum. It was written by TheSilentChamber.

if you sand it down the paint will stick better and will not get all the lumps that where in the first coat

You should still sand it lightly, just so the paint will stick better. You dont have to expose teh metal, just rough it up a bit.

Just sand it till it's smooth and all the little bumps from the original paint are gone. You sure you want to paint it flat black? Flat colors tend to be dust magnets.

flat black and maby flat blue in the middle (antec sever)
Painting it is a little difficult if you want a good job. But its not difficult as in hard, just time consuming. The first thing you need to do is sand it down with about 400-600 grit paper, wet sand if you can, saves paper and makes it a lil bit easier. Then once the roughness is out of the black you have on it, Prime it down real well, but dont oversoak it, take it slow and use many coats rather than one or two thick coats. Then wet sand it again, with about the same grit, maybe up to 800-1000 grit, it will take some time but the better results are worth it. If you go through the paint (which odds are you will) reprime again and sand again until your not into the original paint color. Then once its sanded - primed - sanded real good, you can shoot on the color, again take your time and put on several thin coats again and again, until youve reached your coloring you want. let it sit for at least a day or two for most decent jobs. and walla, youve got one hella paint job to be proud of....
Now as far as what type of paint, I would also suggest some kind of enamel paint, its overall a better paint and would be better quality...
Now just a lil reminder, this will take some time but it will be worth it, just take your time and dont rush it... luck to yea!~!
If you just want to scuff it up a bit so the paint'll stick better, use 1000 wet/dry. Just make sure its wet.
