Is it possible to water cool a PSU?
I don't think so, you can watercool the heatsinks in the psu, but as for the actual PCB that would be practically impossible.
Although, some people have dunked their entire computers in mineral oil or some other nonpolar, nonconductive liquid and cooled their computers that way. It is by no means, a permanent solution though.
Either way, it's probably not worth it.
Maybe I didn't word that right. Say I bought the Antec Phantom 500, could I also watercool that along witht he rest of my setup so it didn't overheat or should I jsut go for a quiet one with fans?
well you have no worry to have since all the heat form CPU and possibly GPU will not heatup the air your PSU breath in since it will all be trapped in your loop and exausted else where. Hell just a good case airflow will be sufficient so why go for some ton of trouble for microscopic to no gain with good chance of frying something(including yourself)

i don't know if the actual PCB needs any kind of cooling but the pics i saw didn't have a fan on it i think

Yeah I'd like to see pics too, I'm attempting to make my setup dead silent. Mostly so I can leave it on all the time and I won't get b****ed at by anyone ;)
just get a high efficency passively cooler PSU and you are set or go with the seasonic S12 serie, Antec Neo HE, Enermax liberty are all decent offering, and if you are not satisfied just buy whatever PSU you want and swap the factory fan with a silent one...

I think finding a quiet PSU is the best option for you. Watercooling the PSU just isn't worth it.

There used to be alot of articles floating around by a guy going by the name Blade. He made alot of really wicked custom blocks for VGA and CPU as well as PSU. He made a completely fanless silent machine. The PSU watercooling he used was awesome, and quite effective. I googled for a while but could not turn up any good results. Wish i could find it, such an impressive machine it was.
At any rate, yes, it can be done. If i had the time to spare I would go for it just for bling factor, and eliminating an extra fan.
