if you would like to watercool your computer....yes

otherwise dip it in some goop then dunk it in water and that might work

waterblocks are what the water flows through to remove heat from heat sources (CPU, GPU, NB, etc.)

Without them all you are doing is cooling water while letting your chips fry, as there is no way for the water to come in contact with the heat to remove it.
