O/C Problem

Hi, I got a problem overclocking...
When I set in the BIOS 1400MHz (140 x 10) and the Vcore 1.85 (if lower, no post), I get a post.
After I do restart from windows the computer doesn't post, I press reset, it enters the BIOS, I set for 1400 and this repeats again, and again...
In windows the comp ran H@F2 for about 3-4 hours, then Q3A no problems.. But the restart thing, really sux :s Any idias?

Didn't think of the PSU thing... I really dunno. Nothing written on any of its sides. Didn't check the upper part yet. The rest of the rig is in my sig.
