App suggestion for limiiting CPU usage needed

I want to run 2 VMWare sessions, both running Windows, and at the same time the host system will also be used. Since the programs inside both VMWare sessions will try to get 100% CPU, I want a program that gives each session around 30% CPU time ideally. The host system is Windows XP. Does such a program exist that limits CPU usage on a per app/virtual session basis?
 
XP should balance it out. Give them both the same priority, and perhaps a lower priority than other processes so that you can do other things at the same time. I would also suggest either a Dual core system or SMP, setting affinity of the 2 processes.
 
open windows task manager and right click on 1 exe of vmware and choose your own "prioprity":
