Help section doesnt work on any software

The help section within software doesnt seem to work for anything, it always comes up as this page cannot be displayed(In the section on the right after you select a topic, for all topics). Can anyone tell me how to solve this problem?

could this be connected to the router with built in firewall i recently installed, i think its the first time ive used any help since then.

Anyone know what files are needed for the help sections to work, so i can get them off a different(working) PC

Could be your security settings or folder options. What OS are you using?
