You may want to measure the rails using a digital multimeter before you start worrying, the software measurements are ussualy unaccurate/wrong.

yeah with my board all programs say the +5v is 1.83v, -12v -3.56v, -5v -2.39v and my -5v standby fluctuates badly and this is a brand new PSU XD, but if i check these voltages in the bios they're fine

Ok cool....I was gonna have a heart attack. My system is stable and I waned to make sure that I wasn't the only one with this issue AND that it could be software related. Will look into a multimeter.

The +5 and +3.3 look good but the +12V raised a flag when I looked at it. So make sure you give that +12V rail a reading. Yours is reading a little lower then others I have seen so put a meter on it and get and actual. While about half the time -5 and -12V are all out of whack on other rigs I have seen so don't even worry about them.
