The C:\Documents and Settings\Username folders can't be renamed, even if the associated user account has been. Your best course of action would be to log on using the built-in Administrator account, then create a new user account with the username desired. You can then copy data from and then delete the old user account(s).

create a shortcut on your desktop pointing to c:\windows\system32\cmd.exe. For the properties of it, the start in portion, change that to c:\. When you launch the shortcut, you will have a command prompt that starts in c:\
