help system won't boot

i justed put together my new pc and it won't boot all i get is fans running and hard drives and cd-rom running but no boot just sits there

i teated the parts that i could so it's not the psu or mobo could it be the cpu or mem

please help

Just put the cpu and heatsink in and hook up the power supply.
When you power on you should get a beeping.
If not try the cpu in known good pc and if the cpu works then the board is bad.
