If a duron 800 has a Qmax of 47.7 then would I be correct in thinking I would need an equivalent Qmax peltier?

no, tha wattage needs to be highter then the cpu or it will be useless

A good reference is to get a peltier who's wattage is approximately double the wattage of your CPU. So for a Duron putting out 46Watts, an 80-100Watt peltier would probably suffice. With an 80Watt, you could probably even power it off of your in computer PSU if you had a decent sized one...
