I'm putting together a new PC and have the Radeon 800XL (PCI-E). I downloaded the display drivers as well as the catalyst software (no idea what's on the CD, I figured that I'd get the lastest ones). What I'd like to do is avoid all the fluff and just have the display work correctly and have the TV out (S-Video) and the monitor work (analog at the moment). Can I just install the display driver and skip the catalyst or is that needed for TV out?

I beleive with just the basic driver it will detect the TV output as a second display in the windows display settings. With the catalyst software you will get many more useful options for the TV output though, including increasing the sharpness and flicker reduction, we well as better functionality when detecting the TV-out (if windows does not work with it).

I would use the Omega drivers to get rid of the CCC part of the regular ATI drivers. I just recently switched to the Omegas, and I love them.
