1, Should I lap Senfu's water block (tell me if u need an image)

2, is bigger the hose, the better the water cool is?

uh... you forget that you will be moving more water.

you kinda WANT lower pressure. bigger tubing will allow you more waterfow, but lower pressure.

smaller tubing makes higher pressure, but less water moving.

you want low pressure, and lots of water. the more pressure, the higher tendency to leak, and the more load on your pump. go with bigger tubing where you can. but don't go out of your way putting 3/8" > 1/2" adapters just so you can have bigger tubing... keep things consistent.

Just for clarification, the pressure on the water block won't destroy it unless it gets around 1350 PSI, so that's not a worry. However, higher pressure will result in an acceleration of the wear that normally occurs on the water block.

i'm not talking about the waterblock leaking...

there are MANY other places water can leak. higher pressure puts more overall load on the WHOLE system. your radiator and waterblock puts enough load on the system, you might as well help it out and give it bigger pipes for a little pressure drop.
