Both. Very thin layers.
I was a n00b at doing this, too. So what I did was put 2 strips of scotch tape down the sides of my HS, leaving the center part bare (where the chip contacts it). I applied a very small dab of AS2 to one end, and used the side of a credit card to smear it. Make sure the credit card glides across the 2 strips of tape. Viola, the AS is spread evenly at the depth of the tape!! Remove tape.
Then you gotta freehand the CPU application, making sure to cover the whole surface area.
