how long should i wait to receive a paid for item from a seller?
and how long until i should contact paypal and leave negative feedback?
im somewhat new to ebay so pardon my ignorance.
ill keep this general until i have reason to be ****y.
item was won on march 19th,
and payment thru paypal cleared on march 23rd.
i requested a tracking number 3 days later and got a reply asking for my contact info to look up and send me the tracking number.
that was the last i heard from the seller.
i left one very blunt email to him just now stating i will be leaving negative feedback starting tomorrow..
i've tried to keep this extremely civil and leave out any name calling of course
am i out of line here? or him?

Yes this is very fishy. When you pay with paypal the seller is provided your contact information. Did you check his feedback before bidding? (good habit) I believe items should be shipped within a few days of cleared payment, but thats just me. Contact paypal and ebay.
Unless the seller specifically stated a shipping date in the future, he should have shipped ASAP. Don't wait.
Last year, I got a ShopSmith part, off of Ebay. It was during the time of Katrina. After a month, I had heard nothing, so I sent a nasty e-mail to the guy.
It seems, he worked for FEMA, and was LITERALLY up to his @$$ in alligators. He was a fairly high-volume seller, and a LOT of the other stuff was arriving. (Feedback was showing up.) I called him on it, and he said his wife was sending the stuff out, but my jigsaw was too heavy for her to ship. I asked him, if a keyboard was too heavy, for his wife to use, to send me an explainatory e-mail.
End result, had he sent me an e-mail ahead of time, I would have understood completely, and not left the bad feedback. (I didn't leave ANY feedback, and told him not to ask.)
Oh, when the jigsaw came, it was in fine shape, considering it is over 55 years old.

well.. the item showed up YESTERDAY ironically, RIGHT after i initiated
a paypal complaint.
something was odd,, but the guy had like 3k+ good reviews and not a single
negative , so i cancelled the dispute, and left positive feedback reflecting that the seller "may ship slowly, but item arrives as stated in working order".
had i jumped the gun, become angry or followed everyones advice i would have been his FIRST negative feedback. i guess sometimes it does pay to wait..
however, i do believe he shouldve contacted me more than once.. i try to contact
people as soon as i win the item, just as a courtesy to let them know im serious,
and then once again with thanks in advance as soon as my paypal clears payment.
apparently he recieves 200+ emails a day so im letting this slide, why not?
it worked out and we're both happy and paid.

You have to remember that people selling a large amount of items are basicly businesses and as such it may take longer for them to ship items. When you make a purchase from Newegg the item does not ship out the same day so how can you expect one guy to send out say 12 items the exact same day a payment is recieved? I can tell you from experiance that selling to most EBay people is a nighmare!
Recently I sold off several Raptors on there. These are OEM drives and it stated so in the auction. One guy in California tried to register them with Western Digital and called me raising hell about not being able to register the drives. I had to explain the whole OEM concept to him and it was like a great injustice to the world for him. SInce I had to spend three hours talking to this guy I missed an entire days worth of shippments and they had to go out the next day. Then I had to let all of those people know why their shipments were delayed for a day.

Obviously it's resolved now, but I would DEFINITELY try to give the seller the benefit of the doubt. Before leaving negative feedback I would try multiple times to contact the seller. If I'd tried consistently several times over a couple of weeks with no word then I would probably leave feedback and/or initiate a dispute.
thats all well and good but you guys are trying to make it seems like i was hasty when it took two weeks to get here, thats not hasty, and thats also why i asked first others opinions.
i never expected this to ship the same day, but the guy basically asked for my contact info to get me a tracking number, even though its sent to you when you complete a bid anyways on ebay.
so, i had to remind him to get him to look it up for me, a week after id paid,
and THEN he never got back to me. so i dont think i was out of line in this at all.
just not so hot communication and slow shipping. but its ok, i waited as long as i could
and when iheard nothing then i filed a complaint.
to reiterate. i won, then paid, payment cleared 23rd. sent an email out a week later and got one reply asking for my info, nothing after that when isent the info, and then the item shows up on the fourth.
tell me thats not slightly too long?
in the future i will just not buy off ebay if i need it quickly
