Can't work this out?

When brousing the internet with win98 the conection seams to just stick. No data flowing either way? I wait for 10 to 20 seconds and it fires back into life. I have tryed IE6 and this dont help. This prob seams to have started about 4/5 mth ago. I then installed win2k and every thing is fine, the internet brousing is sharp and crisp.
I thought nothing more of it as win2k is Great. But I just install'd win98 on a secondary hd for duel booting. And what you know the brousing is sticking.
So this is not a isp prob, nor a pc hardware prob.

Any ideas ???

The only thing I can think of it being is a Modem Retrain.
Basically the modem retrains down to a lower, more stable speed.

my computer used to do that too.. i don't know why.. i don't think it was the connection though.. i had 2 computers hooked up over a network and only the 1 did that.. the 1 that had the modem in it. i think it might be somthin with networks or somthin. do u have a network between 2 computers?
