If you can change your FSB [frontsidebus] speed and you can change your CV [corevoltage] to your CPU in BIOS then you will be able to overclock if you have a name brand PC like Compaq\Dell\gateway then odds are it cant be overeclocked there is a software propgram that may give you a little help but at best you may get a weak overclock if your lucky.
What kind of motherboard do you have?
.. As mentioned is it a branded computer? If not.. I'm guessing your using the retail HSF ..
Before getting on with overclocking you will need to see your temperatures..
Go to http://www.google.com and search for "Motherboard Monitor" and the first link should be it.
Open the settings to motherboard monitor and hit the temperature tab and config your sensors.
NOTE Your temperatures shouldn;t be exceeding 45 Degrees Celius on a full load..
If your not high lets get to the point. Open up the bios and change your FSB only for now .. till you get to a point where there's too much heat.. and once you see some instablity problems in Windows turn up the voltage a little .. Never go too much with the voltage since it creates heat.
If you have a good motherboard and can overclock .. Go get yourself a ThermalRight SK-6 and some case fans..
