Is there any way to change the background and text color permanently to look similar to the overclockers web site?
I have tried to change it with the appearance tab but web sites like Google still appear bright white. Is it forced on by the HTML coding with no way to change it?
Really want to eliminate white; it seems to be the dominant color of programs and much too harsh on the eyes. Turning down the contrast or brightness on the monitor only makes it more difficult to see what on the screen.
 
Right click your desktop and select properties. (to get desktop properties)
Under the Apperance tab, you have advanced properties button.
This allows you to change the default properties system wide with regards to background colours, font size and colours

do you mean something like that(but in OC colours?)

right click on desktop > properties > appearance > advanced. then go crazy :)
