Open URL link in a new window

Hey gang. Just a quick question. When I make a desktop link to a web page, it always opens in the first explorer window on the procesline. Is it possible to make it open in a new window instead?

From Internet Explorer click Tools | Internet Options | Advanced tab. Remove the checkmark next to Reuse Windows for Launching Shortcuts, click OK.
