Safe mode won't boot nor does windows xp

For some reason my safe mode won't boot and windows xp loads to the point where you can see the logo with the blue bars loading, then it just restarts.

Instead of safe mode, try doing Last Known Good Configuration. Also, what did you do last right before you started having this problem. New software, new driver, new hardware install? Do you hear any noises? Did you try overclocking really high?
