Thermal Resistance? Better?

I read on the Vantec USA site their fans and what Thermal Resistance they have and it displays it as:

ie.

Thermal Resistance: 0.29°C/W

and on another crap model it has:

Thermal Resistance: 0.99°C/W

does that mean the lower the decimal the better?

I think this is one of the best HSF on the market

Yes, lower is better, and no, thats not a very good heatsink. The Glaciator II is around .16

So in Your Opinion THe Glaciator II is better for overclocking aswell is it copper based?
