Guys,
I think this may be a cause of my high temps. I have the XP-120 CPU Cooler with a fan on it. My temps when running prime95 is 72 - 73c , I know that is very high.
I re-sat the heatsink on the cpu and the temps are still the same. There is something odd going on with this cpu tho, when the system isnt overclocked, when its idoling, its says 2.8Ghz to 3.2Ghz , it keeps flipping between the two. When you put any kind of load on it, then it will real 3.2Ghz. I have the ASUS P5WD2 motherboard, its said to be one of the best boards on the market, could there be something in the bios turned on that would make the cpu do that?
Like if I OC it to 3.8Ghz , it will flip between 3.2Ghz - 3.8Ghz when sitting on the desktop. The temps are the same as not OC'ing it.
Its the P4 LGA 775 540 any clues?

no amount of reseating that heatsink is going to bring down your temps. at 4.2ghz you need a much more aggressive cooler, or water. Your simply pushing the XP-120 past what it can do. its really not raited for over 3.8ghz.
sounds like a classic case of throttling to me. If you have the time you should go water. I did and I went from 65C to 43C under prime95 using 660 to 4.36 currently under water 24/7. On air the XP90C, 660 was 24/7 stable at 4.2 at 65C under prime 95.
Also note that under the bios you mayve have some sort of throttle sensing enabled.

Not sure how I can tell what is going on, but here is a pic of the cpu, only one i have atm...

in the bios diable the "c1" function for your chip. that should take care of the odd cpu speed change. its basically the chip throtlling down a bit to conserve heat and energy when its not in full use.
as for your temps, i dont know. you shouldn't be getting that high unless you pumped alot of voltage to it and are running with bad airflow.
It's perfectly normal. It's EIST in action.
When you're not using your CPU, it slows it down to conserve power as exhausted mule mentioned.
You can disable it if you want, but I'd just leave it on unless its interfering with your overclocking.
Now that I see your IHS I know for a fact they are not true. You have to lapp your IHS so that it's even. This will reduce temps a bit.
Lapping will void any warranty you have.

Exactly what he said above.
More specifically, the CPU drops down to a 14x mutliplier when CPU is not under load and revs it back up to 16x when CPU is under load.
