I just bought a case fan last night and it is way to loud, my mom wont even let me turn my comp on with the fan plugged in. I found a temp control circuit for a fan but is there any way I can control my fans through a program that would turn it off/on at certain cpu temps.

What kinda case fans u got? If the fan ur HSF it usually isnt a good idea to turn that sucker off or try to lower its speed. But if its ur case fans, u can decrease the noise by lower the voltage with a rheostat. :D
if they run at 12v, cut the thinner black wire from the fan and splice it into the 5v thicker red wire on the molex adaptor. Instant 7v mod.
The 7v trick works well but it puts lots of stress on the
regulators. A rheostat is a much better idea.

I think I'm just going to do a rheostat fan bus but leave my HSF alone
