This message keeps popping up on my screen and I would like to know how I get it to stop.

run a virus scan, a adware scan and a spyware scan :)

to stop the messages you can turn off windows messaging service, however since this is a adware, i wouldn't
To get rid of receiving those type of messages, you have 2 options:
1. Install Service Pack 2 which disabled the messenger service as well as enables your Windows XP Firewall.
2. Manually disable the messenger service if you do not wish to upgrade to Service Pack 2. To do this, proceed to Start | Run | Type services.msc and hit Ok. Under the name column, go to the service entitled Messenger and Double-Click. Under the service status section, click Stop. Under the Startup Type section, click the drop down box and choose Disabled. Now click ok and you're good to go!
Also, I would run antivirus software and anti-spyware software.

i was going towards that but than i saw the regfixit link.. thinkin it was spyware...
either way i would download those 3 program, they will save your alot of problems in the long run

It's not spyware, but will download some if you click "ok", it's just spam coming from MSN messenger.
Go to Start-Run then copy and paste this:
RunDll32 advpack.dll,LaunchINFSection %windir%\inf\msmsgs.inf,BLC.Remove

Not quite, it isnt MSN Messenger, it is just the Messenger Service. The Messenger Service is more for Network Admins relaying messages across a network, but of late, spammers have been using it to distribute Adware/Spyware.

Open a command window, then type the following line:
sc config messenger start= disabled
Ensure you enter it exactly as stated above, with spaces as noted. When successful, it will return "[SC] ChangeServiceConfig SUCCESS".
Or even better, download the dismess.txt file below and save it with a .bat extension. Save it to your desktop, and when you double click on it it will run a script which will disable your messenger service (and also give me root on your box, lol). ;)
Thanks for the replys everyone. I thought it was adware or spyware at first so I tried using Ad-Aware and S&D but nothing came up, that's why I asked here.

That's the Messenger service. You're required to disable the Messenger service.
For Windows XP, starting with SP2, the Messenger service is disabled by default.
For Windows 2000, the Messenger service is always enabled by default.
With Windows 2000, you're required to go to the Services control panel to disable the Messenger service!
