Do you need an active phone line for dsl? Im going to be moving into a new apartment building and would like to get dsl, but we want to use our cell phones instead of getting a house line. Not sure how dsl really works :/

as long as there is a phone line running into the place it will work. service is not required.

Not always so, it may be different with your LEC, but we will not out DSL on a line without dialtone.

Well I know here in Atlanta they passed some crap that made it so you did not have to buy service due to people wanting to use their mobile. I guess it all depends on the state.
Phone company based DSL like AT&T would probably require a phone line, unless local regulations give a way around them.
JAS networks will install a DSL without a dialtone though, there's probably other 3rd party carriers that do it that way as well.
Shop around. Hit the yellow pages for providers and look up their web pages to see what they offer.
Since our local carrier, SBC became AT&T, they had to make alot of local deals with each state's regulatory agency to get the buy-out approved (because of the anti-trust breakup)...that leads to alot of different rules depending on where you live.
Either way, they don't HAVE to give you a dialtone with DSL, because at the phone office your DSL line is multiplexed from both digital and anolog circuits to make a DSL line. They just want the extra money that comes with providing two services, and they'll bully you when they can get away with it.

Well Its going through verizon, and the guy I talked to on the phone before I posted was no help at all. But I called back again today, and they can setup DSL with out getting phone service :D
Works fine in our town with no dial tone, Bell Canada runs pretty much everything here.

Poor me, I just had to shotgun modems to get a measly 58.4K...
