WELCOME TO OUR SICKNESS

As far as your problem... that is an interesting one.....

Is he telling you everything he did? if so then maybe a little static is the cuase or the PSU is dead...

outside of that I dunno man.

You have miles of wiggle-out-of-it room, if that's what you want. I don't care if a component is "officially" hot-pluggable, and I don't think speakers are. Hot plugging is not done. Period. Try a different Sound card, maybe. Or different speakers. See if the box boots without a Sound card. If he plugged in the speakers when the box was powered down, the hot plug excuse won't fly, of course.

When in doubt, go back to basics. Start up the box with only the front-panel connectors(HDD Activity, Power LED, yadda) CPU, one stick of RAM and the Vidcard on the mobo. If the box POST's right, add the Floppy and HDD. Etc.

i tried everything, i took apart the whole computer, and put it back together again

i can get the power supply to spoolup, but ii don't hear any beeps.

i also got a police siren sound coming out of the case speaker. what does that mean.

I get that sound when my overclock attempts are clearly too high... can you even get to your BIOS?

strip everything out - sound, nic, modem, EVERYTHING - except video.... try to get to your BIOS.... then bring everything into a ''fail safe boot mode''

The HD will still spin up even if the mobo won't work. Your mobo beeps but doesn't post, you say? That's odd.
Is it a siren sound that goes up and down in pitch? Here's a link to download the manual for your mobo from Asus' site. (ftp://ftp.asus.com/pub/ASUS/mb/socka/kt133/a7v/a7v-104.pdf) The beep codes are on page 43, but there's no mention of what you described. That's strange.
As for hot swapping speakers, I wouldn't use that for wiggle-out-of-it room. I find it unlikely that a mere speaker could kill anything (although that just means that I've never heard of it, not that it hasn't happened).

My first step if all the above fails is to clear cmos(bios). If it fails it is either your board at fault(bios corrpted or fried) or your cpu(fried). Some questions to ask.Does your friend know enough to overclock? Does your friend know enough to go into the bios? Does your friend want his money back?
