Its been done quite abit actually and there is a couple companies that sell one that is premade to be watercooled. Beyond that I believe their are several people on these forums that are watercooling their PSU as well as if you do a search here on this forum you will eventually find a link to another forum where a guy has a huge work log of making custom blocks and watercooling everything that produces heat including his PSU.

That's retarded. There are plenty of PSU that are far more silent than water cooled rigs. Just e-Penis extending is all that is.

Now in some cases watercooling the psu might not be a bad idea. I remember when I was modding my shuttle and stuck a modified 500w psu inside I was worried about how well it was actually being cooled because for a short time it didn't have its own specific fan anymore. It would have taken up less room to just wc the psu then to try to figure out how I was going to fit a fan in there just for the psu. Luckily the psu never seemed to overheat and it ran just fine. I would say that in some mods, watercooling the psu isnt a complete waste of time and effort.

but are they good quality? We sure as hell know PCP&C's aren't quiet.
