I saw that too... basically what I took from it is that you want your water to spend more time in your radiator than in your waterblock. That seems a no brainer to me, but with some of the computer-specific radiators that are being marketed it's probably a good idea to keep flowrate in mind.

From what I've been reading- if one uses a heater core, it'll be more than adequate.
