Would putting heat sinks on the ram chips on a video card help to OC the ram higher without adding more voltage? Like, would keeping the chips cooler let it clock higher while still being stable?

It will help a bit at the high end but don't ecpect any mircales.
If the ram is at the temperature where it starts giving you errors, that is when the sinks sill help but at low temps, now change will happen.

you'll prolly get a few more mhz (10-30mhz) more. i say try it, take some old heat sinks and cut them up. see how far you can push it. afterwards you can overvolt them and push them even more and keep them stable.

Thanks. So you are saying that if they are reaching their threshold temp they might make errors. I wonder what that temp is...
Whats a good program to keep an eye on the GPU and RAM temps on a 6800 AGP?

have u tried rivatuner?
there should already be a temperature tab in the drivers menu. if not try upgrading your drivers.

I downloaded the new drivers yesterday and all I get is the GPU core temp in the menu. I'll try rivatuner.

That's all you will get is GPU temps from coolbits or Rivatuner. I don't know if there is a program that you can monitor the ram?

I know someone with a laser thermometer, maybe I will borrow that. But I still wont know the threshold temp of the ram

But if the RAM is at it's stock Vcc, then I really doubt ram-sinks will do diddley, unless there was some gross design error, or manufacturing error, on you specific board, that would cause them to over-heat.
But hey, these little projects are pretty cool learning experiences, and as Damenshon stated, you can always overvolt the chips after you have 'em sinked, and maybe see some really nice improvements.
Not sure why, but from my gfx card overclocking experiences, I usually get more performance gain from the memory, than the GPU! Not sure about other peeps.

I can't seem to OC my GPU at all.. it's at 325, and won't go higher (just freezes and has some funky colors...)
But I got the RAM up form 270 to 300 and got a 16th more 3Dmark 03 score...
I have some real nice ram sinks, unfortunatly, a piece of ram is stuck to the bottom of one that I just ripped off my 7800GTX. Be carefull when you put them on. The chips come off easily when preassured as I just found out. It didnt take much, just a small amount of preassure, I hadnt even realized I had done it. I feel like crying.
