What Fr3@k3r said will work for copying your wallpaper to the screen before XP's logon menu, but if you want to change the logon screen where you enter your password/etc (if you have one set without autologin enabled), check out Logonstudio: http://www.stardock.com/products/logonstudio/
Style XP will also do that same thing, and I haven't had any problems with it. It seems to be a good stable program, and it gives you options to change the Windows load screen, styles, themes, mouse pointers, and even sounds. They do have a trial version. I think it was at http://www.tgtsoft.com but I'm not absolutely sure about that. I just found my copy googling around, and then just went through the registration process when the trial was over.
