Would it be feasible to put a bath of methanol on top of a peltier ? The bath would guarantee a constant hot-side temperature, as the liquid boils away.
The methanol boils at 65 degrees celsius. If the peltier can maintain a temp difference of 50 degrees, the CPU would never get above 15 degrees.
You just need a really heavy-duty peltier.
Ideally I'd like a cheap, relatively nontoxic substance that boils somewhere around 0 degrees, but I can't seem to find one. If I could find one, I wouldn't need the peltier.
