Couple of days ago I tried to up my comps speed to 1400 and it didn't boot so I increased the Vcore from 1.75 to 1.85. And it booted and was stable in windows, but when I restarted it wouldn't boot at all, after a restart and a reset of the speed, I went to windows and checked the Volts the 5V rail was pretty low. People suggested of buying a new PSU, but I don't have the $$$.

I know that I can get a 200W AT PSU, what could I do with it? How could I mod it w/o buying any thing so it'll start and shutdown when my comp starts or shuts down? I want to connect all the fans and drives to that SPU, so I need it to be reliable.
Any suggestions?

Use your good PSU to power the mobo, and get yourself a cheap 300W ATX power supply (the AT one uses a different switching system)

I used the relay method from reddeath's link for one of my old pc's; I had one psu for the mobo and the other for everything else. See which psu puts out more consistent/higher voltages and use it for the mobo.

OK, I kind of know this trick, but only thing I can get is the AT 200W PSU. What should I do?

I think you should do what they suggested.

I think 200w is enough for your drives/fans etc.

You could just hook it up to the fans and whatever else, then use the atx for mobo.

Just make sure the at psu is on before turning on the pc.

I suppose you could use the relay to power up the atx, but I don't have one to determine which switch leads to hook up- maybe someone else will.

I remember seeing a "how-to" on this a couple months ago or longer and have been looking for it. Seems like you might need a small part from Radio Shack to get them to turn on/off together but that should run within $5.

If I find the article I'll get ahold of you.

I've got a 250W ATX that I may just end up using anyway. The 8KHA+ I got in yesterday has terribly low 5V output as well.
