On my other favorite list-Trawlers-someone uses this product to help protect exposed electronics in the marine environment. I don't know how much relevance it has here but maybe it could offer some extra protection when you water coolers have accidents. http://store.yahoo.com/webtronics/419b-340g.html

its generally recommended you coat the back of the board (at least) with this if using peltiers / chilled water for cooling to stop condensation on the cpu socket pins frying the board.

i've seen a lot of posts about this stuff, does it completely prevent condensation?

No, not at all, this stuff protects the board from being fried if you get condensation, i.e. it waterproofs your board, you need foam on to stop condensation build up.

how about using clearcoat and a tad of silicone instead?

there really is no substitute for foam, as for clearcoat, that's no better or worse than this really, this is similar except you can solder through it without problems.
