Hey guys, well I got this power supply Seasonic S12 430W...and its only giving me 11.5 - 11.6V, according to the Asus Probe II.

If I put the cpu under heavy load (i.e. two fah) the computer would restart after about 2-5 minutes.

Do you think its the power supply not having enough watts, or is it just faulty?

system specs:
Asus M2N-E
AMD AM2 X2 3800+ (temps from 40-50C) around 51-52C the restart occurs.
1gb of corsair XMS (2X512)
Seagate Sata 3gbs 160G
E-VGA 7600GT KO 256MB
2 dvd burners and floppy
Seasonic S12 430W

If you're wondering about the temps, the room is hot, like 80-90F, so I'm assuming that the temps are okay for the time being.

never trust a software application for true voltage readouts. Get yourself a cheap digital multimeter and test them accurately. They could be dead on, in fact they also could be over volting a bit.
