if i were to watercool a celeron 800 without a pelt would i have to worry bout condensation.

No, without a pelt you would not get below ambient temperature therefore condesation is not an issue.

As long as you're not supercooling the water (like in a freezer or fridge) then no.

ok might go with two 120mm fans not sure what brand yet. But do I still need to use my cold plate.

no you can just attach the aterblock so it directly contacts the core, much as a HSF would.
