i have a psu that has a 14amp 12v rail (specified on side of psu) and i have a pelt that runs at 15amps. will this blow out the psu? or just run at 14 amps?

Pelt is 15a to run, the psu only supplies 12a.

The pelt will will not work/cool properly. Also you risk the psu of frying because the pelt doesn't have a regulated draw of amperage, It will pull 15amps and the psu will not be able to fulfill the power draw demand, thus killing the psu.

In order for you to run the pelt, i suggest you get a psu with a min of 20 amps on the 12v rail, or get a dedicated 24 amp psu just for the pelt such as a meanwell.

When running peltier's, it is always best to have a dedicated PSU just for a peltier/s and another PSU for your system.

And yes, you need a PSU with 20Amp rail.
