I do not think the website is legit. I am pretty sure Nickolodean never released Doug on DVD and that those are simply tivo copies burned to a dvd. A little searching around on google and I was not able to find any information about a true release of that series. I would personaly stear clear of that site.
 
The link Enablingwolf posted is not a complete list of what nick has released on DVD. I do know that they have released a couple of seasons of Pete and Pete on dvd and that is not on the list.
 
Pete and Pete is a really old show though(1993), Doug is much newer. Looking at an official site gives an idea to cross check content against another site.

Amazon is another good place to cross check titles and what the official product should look like.
