Ok, now this is really stupid.
Im on 8mb BT internet, but because of the exchange near me we only get 5mb

Download : 5mb
Upload : 400kb

So, why is this never correct? We only ever download max 500kb which is 10% of the download speed. And we only ever upload at 40kb which is 10% of the upload?

Where do they get these speeds from??

no that is correct if your pipe is syncing at 5mb down and 400kb up then your speeds you posted are correct not 10% of the pipe where talking kilobits.
1 Kilobyte (KB) = 8 Kilobits (Kb)
1 Megabyte (MB) = 1024 Kilobytes

1 kbps = 1000 bps
1 KB/s = 1024 B/s
1 KB/s = 8.192 kbps
1 kbps = .1221 KB/s

KB/s to kbps
Take KB/s and multiply by 8.192
Example
100KB/s = 819.2kbps

kbps to KB/s
Take kbps and divide by 8.192 (or multiply by .1221)
Example
1000kbps = 122KB/s
