Could this be bad mother board?

Today I just finished building the pentium d rig in my signature. When i went to boot it up I got no signal on monitor. So I pull everythign out of the board to see if I can even get an Intel logo or something. I get nothing. So i think mabey it may be the video card. Then After that i also noticed with nothing installed but the video card, and I also tried without it, I get no beeps or anything. SHouldnt this thing be beeping to yell at me for no memory no video card no anything? Im not sure what to do at this point. I dont have a pci video card to try in this thing to see if its the video card or not. Anyways if anyone had similar issues or has any idea whats up let me know.
