recommend board for celly D

hi,
iam new to intel platform, especially for cel D. Iam trying to upgrade board/cpu for a friend. He has Celeron D 346 3.06ghz LGA 775 EM64T . I have few questions.

#1 What is the good budget board ($50-60) for this cpu (using ddr1 ram and agp card)

#2 Is this a good upgrade from Intel celeron 2.2ghz 128K/F400,mPGA478,SL6RW ? How does this compare to Athlon 2500+ system @stock speed ?

#1 this board you also get the chance to upgrade to ddr2 and pci-e as well as conroe/allendale later on.

#2 dont know how it compares to a 2500+ systems. For him going from a 2.2ghz to 3ghz will be noticable but prolly not a big a "WOW" as he might want.
