At least power up with no cpu, ram, vid card (has onboard video), installed?

By power up, i mean, at least the cpu fan is running, HDs, cdroms power up, but no post (obviously)

I have this emachine that has some socket 478 celeron in it. Buddy gave it to me, said he replaced the mobo once before, and the second one is now bad. So i ordered an Asrock micro atx 478 board. Its doing the same thing, wich is nothing, won't even power up.

Yes i've hooked up a different working PSU, tried to fire it up with nothing plugged in other than the power to the mobo. I've disconnected all drives to see if one was shorting the PSU out. I wish i had a known working 478 board to try the CPU in to see if that works ok.
