Looks like it.

What card do you have? And was it overclocked?

Maybe try a boot into Safe mode to see if its a refresh rate problem.

I had the same thing twice, once because of a dead card, and once because of a driver. If the display is bad at startup or in safe mode its probally a dead card. If it's fine in safe mode it's probally just a driver problem, I had that happen when I installed a tweak program that had installed a dll file to allow overclocking. I had to boot safe mode and remove the file. Did you install anything before this?

well that was the "bios" screen

it does it from the second it gets power so i dont think its a driver

and the card wasnt overclocked

Thats what happened to my geforce. It wasn't overclocked, and infact it died while using mame, so it a freak thing I quess. My card is less severe, it just show distortions in lines across the screen, but it still is usless. If you happen to find out what caused this I'd like to know.

try clearing cmos, you might have entered a setting that the card didnt like, also you may want to try booting up with a PCI graphics card and flashing a new bios onto your video card...

I was thinking about flashing my video card bios too, couldn't find much on it though. Are most vid cards flashable?

most are flashable, just need to find someone who cares enough to make a flashing utility for the card, almost all nivdias are, and the 8500 is available....i suggest you post on www.rage3d.com and seeif anyone has a bios flash for the Radeon, if its the 64mb DDR VIVO, then Jon has some instructions (and files) for flashing to the retail bios posted on the forums, do a search, and you should try it....

edit: hmm, for some reason i thought you had a Radeon, if not then im sure it should be easy to find flashable nvidia bioses...
