D-Link DP704P Port Forwarding

I have spent whole day's worth trying to figure out How I could forward port 113 so I can obtain IDENT server somehow I managed to get port 21 to work but port 113 isn't working I don't know what else to do I tried to Enable DMZ host which allows you to give full access to all incoming/going ports but it didnt seem to work.
I'am using win2k, Optonline is my host.Firmware version 2.56 build 20 .

If i wanted to enable DMZ host on any router I would need to enable it on which ip? The default Gateways ip (static ip, also used to access the router settings) or should I set it on the Dynamic Ip which changes when you manually shut off your router?

This also goes for everything else as in the Port Forwarding etc...
and does IDENTD need incoming/outgoing traffic to be succesffully authenticated?
