oblivion bugged?

for some reason i cant turn in the amulet of the kings to jauffre (however u spell his name). its like it bugged out and didnt give me the quest but gave me the ammy. i really dont want to start over because i have been doin other quests. maybe i did something wrong to not get the first quest after the emperor died

Hmmm....I've experienced something like that before (Although with the vampirism cure quest, not the Amulet quest) ...What i had to do was install the Construction set to find the proper Quest ID's and Stage ID's

Use this command in the console (Hit ~):

player.SetStage <QuestID> <Stage>

To find the QuestID, set the amulet quest to the active quest in your journal, Then in the console type 'SQT'

I think that might also give you your stage, but if not then use 'getstage <QuestID>' to find out the StageID. (<QuestID> would of course be replaced with the Quest ID you got from using the SQT command.)
Then if say, the stageID is 10, you will want to try setting it to 20 (They usually go in 5's or 10's) And then the amulet will already be given to Jauffre and you will have the next stage of the quest in your journal.

If for some reason you have problems with these instructions or something, you can try looking up the Quest ID and StageID in the Construction Set found here: http://static.bethsoft.com/Oblivion-Const-Set.exe

You download and install that program, it will then give you the ability to load ALL of the info on the game....it takes a minute or two to figure it out, but once you do, you can find the quest ID's and Stages. (Look under Characters, Quests)
