Does your mobo affect your video card OC?

I know that the mobo affects the overclock you can get on your CPU... does it also affect the OC you can get on your video card? I'm trying to OC my 7800GTs (stock 470/1100), but I can't seem to get it to work beyond 492/1140...

from 939 to this p5b, my card still clocks the same, i was hopeing to get more from it as well. also, going from an abit an8sli fatality, to an asus a8nsli brought no increased vid card clocks for me either :(
