Call waiting modem

this is for another computer not mine

windows2000 w/ sp2
xp 1600
shuttle ak31a
512 mb crucial
seagate 40g 7200 ata100
AOpen 20x10x40x cd-rw
Lite-on DVD rom

and the modem is the ActionTek USB call waiting modem.
Here's the problem, everytime I plug in the modem, things got slow down and the computer try to access the cd-rw drive even with no disk in the drive. 1 minute after I pluged in the modem the driver wizard thing pop up and ask to find the driver, I tried to install the driver (yeah win2000 driver) but got error (not the bsod). If I try to install the exe driver I got from the web site, it said it can't detect my modem.

Does the modem has conflict with my cd-rw drive or something? thanks

You might want to check the IRQ #s.
That' s what I had to change when my modem wasn' t detected
although my modem doesn' t work yet:eh?:
