Get someone to burn you CD's. I can't think of another way.

If you feel like a chalange, and have two computers.
Download all the individual files for mandrake, keeping the directory structure (wsftp is great for this) then find the boot image that is for FTP install and get that on a floppy (following their directions)
Next, download and start a freeware FTP server (personaly I recomend guildftpd) seting up a user and making sure that the mandrake files are in the path.
Now you can startup the mandrake install on the target PC and use a small network and FTP to install mandrake.
Now, I would like to mention this one previso, I have never done this with mandrake and I don't even know if it is an option. With Redhat is is an option, and those are the directions (more or less) for doing that install. I am hoping that since Mandrake and Redhat are reletives of sorts they may work the same way.
If this doesn't work look around for similer ways of doing it.
If none of that works I suggest going to www.cheapbytes.com There you can get redhat or mandrake or some other distribution of linux for about $10 including shipping. Can't beat that without a burner and a highspeed internet conection. :)
