say whats the best speaker system and sound card i could get for 600-$700? what i am looking for is a pc theater expience.

You have to purchase both of those and the picture they show on the expansion system is wrong it doesn't come with another sub just 3 monitors.

This ofcourse is just my opinion I do have those speakers with a x-fi xtrememusic and they are AMAZING I do want to point out that you do have some set up fees as well, you will need a few rca->1/8th " cables. But it is worth it!

That's more along the lines of what I was thinking.....

For $6-700 you should be buying a sound card with optical out (X-Fi would be a good choice) and a home theater system. (Receiver w/5.1 speakers + sub) Any home theater system should blow away PC speaker systems. Those Onkyo systems look pretty good, it's up to you which one.
