Have you expirenced any other system performance drops elsewhere?.. It kinda sounds like the PSU, since if it was the video card.. they normally seem to give out all at once.. ( Or in my expirence anyway)

So, gonna talk about the obvious here, i apologize if i offend you and youve already tried this 100 times, but...
try antispyware stuff? But that might also affect benchmarks and stuff and you already reinstalled winders...
Lots of fragmentation? but that wouldnt spring up and would just affect loading screens...

Dam. If you did a clean install of the os, reinstalled various drivers, ran mutitude of benchies, dvix encoding and such. The system checks out a-o-k with power supply, but video keeps lagging (games), I'd hate to say it, but the video looks like it's a goner.

Have you checked the psu with a multi-meter just to be sure? Problems like what you mentioned points to a weak psu. If the psu checks out good with a digital multi-meter, then I suggest you make funeral arrangements for that video card.

Hummm anything in the debug log in the setup? Sometime it tells you when the card is throttling and why. Crazy question, are you using as5 for tim? If so i've seen this happen where a small bit of dried up as5 chips off and semi shorts stuff out on the core. You might want to reapply and redo the maze4

Sounds alot like what my Gainward was doing before it died on me. The next step for me was major screen distortion. It sounds nuts but I stuck mine in the top of my closet for about a week, flashed the BIOS twice to the stock BIOS, and poof it worked. Of course 4 months later it started distorting the screen again so now I'm replacing it. If its under warranty and you haven't modded the BIOS or anything like that contact the manufacturer and see if you can get an RMA.

this is why i buy only evga. they dont even make 7800's anymore so finding one is gonna be hard. But if my 7800 ever goes out i have the satisfaction of knowing it has a lifetime warranty even if i did flash the bios or run an aftermarket cooler and they would send me a better card too!
