Is it maybe not shutting down all the way? When you turn it off, do the fans stop, and the screen shut down, etc?
i am not sure about that Lotox but there is something named Cold Boot Problem: motherboard will fail to apply the default processor voltage during post and that makes the computer to hang. it happens when the CPU needs more power than the mobo applies during post, even if you select the proper voltage for the CPU it will only be applied after posting.
there is an article (http://www.overclockers.com/tips630/) explaining how to fix this when using pentium III processors which wont help u - maybe you could find out something else about the problem.
had problem like that with kt7-a raid and 300w, junk athlon approved PSu, except my prob was intermittent, sometimes went days without needing the unplug 1st to boot. put in an anteck 400 and went away. i tried everything else for months, wires, bios, etc, once the antec was in the prob stopped, that 300w i removed works just great in a p3, tyan, 733 OC to 825
